By overturning Citizens United vs. Federal Election Commission, Congress will be granted an additional enumerated power to regulate independent spending for political purposes. With this new power, Congress can reduce the financial influences and power of the so-called Super PACs that have been created by the Supreme Court’s landmark decision.

This amendment will focus the attention of the electoral process to its core principle, the relationship between the voters and the candidates. There should be no other influences on this important process as once candidates become elected, they are beholden only to the voters of the general election.
